# Kerala Government Orders ₹5,000 Fine for Each Illegal Roadside Board, Banner and Flag

**Thiruvananthapuram:** The Kerala Local Self-Government Department has ordered strict action against illegal boards, banners, flags, flexes and other unauthorised displays installed along roads and public spaces. Local body secretaries have been directed to impose a fine of ₹5,000 for each illegal board, banner, flag, flex or similar display.

The decision comes after the Kerala High Court also adopted a stricter position on the issue. The directions apply to individuals, organisations, institutions, political parties, religious institutions, private agencies and government and government-affiliated institutions.

If political parties or organisations fail to pay the fine when their boards are removed, district police chiefs have been directed to initiate cases against those responsible based on the recommendation of the local body secretary. Police protection must also be provided when requested for the removal of such boards.

Officials have been warned that action will be taken against local body secretaries if fines are not collected in proportion to the number of boards, if lower amounts are recorded, or if fines are not collected at all. If a fine is waived, the amount will be recovered from the concerned secretary.

Flex boards, flags, decorative flags, banners and similar displays installed in public places, roadsides, footpaths, handrails, medians and traffic islands must be completely removed.

Procedure for removal

If those who installed the displays fail to remove them, the local authorities will remove and dispose of them, with the cost recovered from those responsible. Legal action will also follow.

Local body secretaries must maintain accurate details on the number of displays removed, fines imposed, pending amounts, revenue recovery, the number of cases where action remains to be taken, the number of FIRs registered and the number of complaints received through K-Smart.

The directions also state that cases will be dropped if the applicable fine is paid.
